RESPONSIBILITIES:
Reviews all plans and specifications for compliance with Erosion and Sediment Control (ESC) regulations, Stormwater Management (SWM) regulations, and the Green Area Ratio (GAR) program.
Skills to apply the latest developments in environmental engineering to resolve problems for which accepted methods are not directly applicable and to review plans, designs, and specifications (prepared by others) for the improvement or alteration of existing or the eventual construction of new facilities.
Provides technical direction and assistance to inspection personnel relating to field problems.
Assess and resolve complaints received from clients, applicants, public, designers, and contractors.
Regularly interacts directly with municipal clients and their staff.
May be required to perform inspections on as needed basis, providing interpretation of codes in the field.
Attends meetings, educational seminars, and functions relating to building codes.
KNOWLEDGE & SKILLS:
Demonstrated expertise on the District's ESC, SWM, and GAR regulations and published District guidance on complying with those regulations.
Mastery of advanced professional environmental engineering concepts and principles and a full range of methods and practices as applied to hydrology, hydraulic principles, soil mechanics, civil engineering, chemistry and/or biological sciences to serve as technical authority for a full range of complex projects involving water and the management of water and risks posed by the project to nearby properties, public space, and the community.
Knowledge of cross-cutting issues that require coordination with other DOEE programs involved in construction permitting, which may include wetland/stream, wells, de-watering, Underground Storage Tank (UST) and Leaking Underground Storage Tank (LUST), voluntary site remediation, air quality, and other programs.
Knowledge of environmental engineering concepts, principles, and practices applicable to site remediation, soil and groundwater contamination, air pollution and pollution reduction technologies.
High-level of knowledge of District and federal environmental control laws, regulations, principles, practices, and techniques related to the appropriate environmental specialty.
Knowledge of related engineering fields such as mechanical, structural, civil and electrical.
Knowledge of District and federal laws, regulations, executive orders and procedures applicable to the District's environmental protection control program.
