ABOUT THE POSITION

The County of Riverside’s Flood Control and Water Conservation District has multiple opportunities for Water Resource Flood Control Planners (Associate Flood Control Planners).

The Planners will be responsible for a a wide range of surface water resource management and protection activities requiring a detailed understanding of the planning, operating, and engineering characteristics of stormwater/flood projects and systems and the National Pollutant Discharge Elimination System (NPDES) permits governing such activities; and perform other related duties as required.

The Associate Flood Control Planner is the fully qualified journey level position in the Flood Control Planner series, performs work under general direction and may act as a team leader for investigative studies of the surface water environment and program reporting.

ABOUT THE POSITION

The County of Riverside’s Flood Control and Water Conservation District has multiple opportunities for Water Resource Flood Control Planners (Associate Flood Control Planners).

The Planners will be responsible for a a wide range of surface water resource management and protection activities requiring a detailed understanding of the planning, operating, and engineering characteristics of stormwater/flood projects and systems and the National Pollutant Discharge Elimination System (NPDES) permits governing such activities; and perform other related duties as required.

The Associate Flood Control Planner is the fully qualified journey level position in the Flood Control Planner series, performs work under general direction and may act as a team leader for investigative studies of the surface water environment and program reporting.

The District desires candidates that can critically evaluate regulatory requirements and assist in the development of projects and programs required for municipal regulatory compliance with NPDES Stormwater Permits, that can prepare and implement investigative work programs required for regulatory compliance and to support the further development of programs and projects protective of Riverside County’s water resources.

Candidates with experience in preparing high quality technical reports and oral presentations on stormwater quality and water conservation projects and can research and assist with preparing applications for grants and other funding from various sources are highly encouraged to apply.

EXAMPLES OF ESSENTIAL DUTIES
• Collect, coordinate, and develop methodologies for data applications and research in stormwater quality and conservation planning, studies of land use, environmental resources and stormwater/flood facilities, or patterns of environmental changes and community development in order to identify both existing and future stormwater quality and conservation issues.

• Prepare project work programs and develop standards, criteria, and policies for stormwater quality and conservation programs.

• Assist District, city, and County agencies and departments in the implementation of ordinances, policies, and procedures to comply with regulatory and legislative mandates, such as the National Pollutant Discharge Elimination System (NPDES); may review development plans for stormwater quality and conservation requirements.

• Prepare comprehensive technical reports and oral presentations on stormwater quality and conservation projects and programs to the Board of Supervisors, various commissions, governmental officials, the public, and staff.

• Use quantitative techniques, such as GIS map tools and computer modeling, to project future pollutant loads, pollutant load reductions, and other related analyses for use in stormwater/flood project design, water quality, or conservation impact analysis.

• Analyze stormwater improvement programs and plans to determine potential funding sources, feasibility and system-impact, and anticipated environmental documents required.

• Analyze, arrange, interpret and maintain information, data and materials developed by sociologists, economists, environmentalists, engineering personnel, and land use planners to evaluate existing and proposed stormwater quality and conservation programs and projects.

• Research and apply for grants and other funding from various sources; coordinate the progress and support documentation to ensure monies are allocated to meet continued funding requirements.

• May serve on technical committees for various stormwater quality or conservation-related studies conducted by the District or other agencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in environmental sciences, environmental engineering, or a closely related field. (A Master's degree in biology, chemistry, civil engineering, environmental sciences, or a closely related field may substitute for one year of the non-specialized required experience).

Experience: Two years of relevant professional environmental management experience.
